Jim Phillips, BSc (Hons), MA
Jim is a qualified ecologist, and has considerable experience of providing advice in developing sustainable solutions for the provision of open space and the protection of habitats as part of housing development. He has extensive experience working in the parks and leisure industry is an effective project manager, having been involved in a wide range of green space related projects including. His expertise is primarily in management of and strategic planning for open space and service delivery and his work to date has developed his commendable reputation for best practice within the sector.
Phillip Chilchester, BA (Hons), BTP, MRTPI
Phil is a strategic planner and has extensive experience in the planning and leisure industry in both the public and private sectors. He has an Honours degree in Town and Country Planning and a further Bachelor degree in Town Planning, focused on the urban environment. Phil also has expert knowledge and technical expertise in GIS mapping, and his previous role as the South West Region Planning Manager for Sport England allows him a unique understanding of the specific planning requirements in this field. Phil has delivered numerous courses for both CABE Space and Sport England. As a consultant Phil is now specialising in strategic planning for housing and open space, he has led many studies analysing the open space requirements of housing development at both a local and regional and level.
Gemma Killick, BA (Hons), MTP
Gemma is a planning consultant and has 5 years experience working on land and planning within the private development sector. In this time she effectively managed the on-site development process for several major strategic projects. As a part of her consultancy role, Gemma is currently working towards the production of a Supplementary Planning Policy Document as part of a project sponsored by the Department for Communities and Local Government (DCLG).
William A McClintock FRICS FNAEA
Bill McClintock has been involved in the housing market for 50 years and currently a Director of The Guild of Professional Estate Agents at 121 Park Lane London W1 representing over 700 offices in the UK and overseas. Amongst the posts he has held was Managing Director of Royal Life Estates (South) and Operations Director for over 300 offices in the UK. He acquired the Cornerstone estate agency chain from Abbey National with 347 offices.
After selling out in 1995 he served as International Director of Hamptons International in Singapore but also with responsibility for Hong Kong. On his return to the UK he headed the overseas division before turning his attention to The Guild.
He has been responsible for commercial agencies in the UK and has been involved in a significant number of developments let to Government Departments as well as Shopping and office developments principally in London and across the South of England and Wales.
He is Chairman of the Board of The Property Ombudsman in the UK, which has over 12,750 Member offices. He is a Fellow of The Royal Institution of Chartered Surveyors (FRICS), a Fellow of The National Association of Estate Agents (FNAEA) and a Member of The International Real Estate Federation (FIABCI).
He is interested in Country pursuits including fishing and shooting as well as being a local Parish Councillor and having served as Church Warden for over 15 years. He has a current residential development in Thailand.
Jane Webber BA(Hons) Property & Land Consultant
Jane is key partner in liaising with JPC and Horizon on day to day projects. Her experience in
Property Portfolio Management ensures that Horizon’s portfolio is structured and managed to
produce the best returns for investors. Jane also responsible for the ongoing management of the
strategic business for Horizon. She ensures that targets areas are fully researched and that the
team is resourced to deal with the demands and change from the industry.
